既有建筑地下空间开发风险管理与实践

［摘要］既有建筑地下空间开发存在着很大的风险，如何在地下空间开发建设中对工程存在的风险进行识别、风险分析、评估和预测、预警是工程技术人员必须面对的重要课题，本文结合近几年在地下工程中进行的安全性评估经验，对既有建筑地下空间开发中风险的特点、风险发生的机理、国内外研究的进展，论述目前实施风险管理中存在的主要问题，建立一套完善的既有地下空间安全风险识别、评估、监测和预测预警体系。从而能达到预先掌握工程安全风险所在，及时评估和预测环境安全风险水平和趋势，提高对事故发生的预测和防控能力，避免重大事故发生，使工程风险降到最低。

Risk management and practice of development of underground space for existing buildings

Abstract: There is a considerable risk in development of underground space of existing buildings, how the underground space development and construction risks in the project identification, risk analysis, assessment and forecasting, early warning is the engineering and technical personnel must face an important issue, this paper in recent years, with underground works carried out in the safety assessment experience to the development of underground space in existing buildings risk characteristics, the mechanism of risk occurs, the progress of international research, discusses the current implementation of risk management in the main problems, the establishment of a comprehensive environmental safety risk identification, assessment, monitoring and forecasting and warning system. To achieve the first time a security risk to project where timely risk assessment and prediction of environmental safety levels and trends, improve forecasting and accident prevention and control capabilities, to prevent major accidents, to enable the project to minimize the risk.
